This assistance consists, for persons residing in the overseas collectivities of Saint Pierre and Miquelon and Wallis and Futuna, in a reimbursement of part of the price of a return trip to destination of the metropolis or of another overseas collectivity. It concerns the students, artists and sportsmen participating in an event related to their quality.
The transport fund for Wallis and Futuna was set up in the particular context of the Wallis and Futuna Development Agreement, separately from the other territories concerned.
Changes in the device
The four main candidates for election to the Presidency of the French Republic 2007 spoke favorably to the principle of territorial continuity, providing the means to improve. However, members of the centrist party UDF had been critical vis-à-vis this device in 2003, preferring expansion to communities overseas arrangements planned for the Corsican. A draft amendment, supported in 2006 by the Socialist group in the National Assembly, resumed the same idea.
The system in place is primarily intended to facilitate the movement of people usually residing in remote areas. It has been extended, in Article 16 of the Act of 21 February 2007, to persons residing in mainland France «in the event of a serious event occurring overseas to a member of their family residing overseas» or for people from overseas regions who have not been able to reach their region of origin for 10 years.
The reform of the system of subsidized leave, intended for civil servants from overseas communities working in France, was envisaged in 2007.
The Corsican case
The principle is particularly thought to smooth out the difficulties of Corsica related to its insular character and its remoteness from mainland France, which leads to relative geographic isolation.
Territorial continuity is applied initially, from the 1 st January 1976 to marine and was designed as an extension of rail transport tariffs applied to travelers and goods packed in pallets being that of the SNCF. Corsica-Continent maritime connections are provided by the companies SNCM and La Méridionale within the framework of a Delegation of Public Service concluded with the Territorial Collectivité of Corsica. SNCM will also be created on this occasion by nationalization of the Transmediterranean General Company. (CGTM) pre-existing, of which the SNCF will receive 25% of the capital.
In 1979, the principle of territorial continuity was extended to air transport. Only the so-called «edge-to-edge» lines between Marseille, Toulon and Nice on the one hand, Ajaccio, Bastia, Calvi and Figari on the other hand are concerned. It will be extended later to Corsica-Paris relations. Air France and CCM Airlines, sharing code, provide territorial continuity air.
In 1982 is created the Office of Transport of the Region of Corsica (OTRC) pursuant to the law of July 30, 1982 on the special status of the region of Corsica. This office, which is a national public institution, is responsible for managing public service contracts with carriers instead of state services. It will be replaced in 1991 by the Office of Transport of Corsica (OTC) which is a regional public institution attached to the Territorial Collectivity of Corsica.
The subsidy allocated by the State to the service of territorial continuity amounts to 173.968 million euros for the financial year 2005. This grant constitutes the budget allocation of the OTC.
Provision of territorial continuity
The provisions help to maintain territorial contiguity became effective in meeting the 1 st July 2005, by decision of the Regional Council and despite the delay in the review of the approval of EU authorities. Due to the limited nature of the allocation (although the highest of those granted to the overseas regions), 8 million euros per year, and in view of the cost of air transport between Reunion and the mainland, the device had been, at first, limited to helping those most in need. Between 1 stJuly and October 11, 2005, only 849 cases were processed. The Regional Council therefore decided to relax the criteria for allocating aid and to increase the amount thereof.
According to the Region, the payments made by the State for the year 2006 were lower than the planned amount and the payment for the year 2007 was not made, the Region suspended the application of this provision.
